summer say two police officers used excessive force during the disturbance. tina dean, her 3 children and another 13-year-old were involved in the incident last august. the fight happened in august in the alley behind the 1800 block of white street. police say a group of people circled up and were about to fight. the first officer to respond tried several times to break up the circle. he says while he was taking a 12 year old boy into custody, the group circled the officer. that's when the officer says he used pepper spray on the crowd. the lawsuit says officers jay murray and brian jobgen didn't need to use pepper spray to break up the group. the lawsuit also says police did not have probable cause to arrest dean's 12-year-old son and 14- year-old daughter. interference with official acts. investigators in southern iowa say a man - missing since last week - died in a car crash. police say a passer-by spotted a car yesterday morning in a ravine in albia- that's in monroe of 50-year-old leslie hartley

back in working order this midday after an overnight scare. police responded to the airport late last night after someone spotted a suspicious white substance near the baggage claim area. the incident closed down a portion of the airport overnight. kcrg-tv9's forrest saunders was at the airport all morning and has more. a suspicious package at the eastern iowa airport led to the closing off of part of the baggage claim area tuesday night into early wednesday morning.a release from the cedar rapids police department said dispatchers received a report of a suspicious package around 7:20 p.m. tuesday. airport spokesperson pam hinman said airline personnel alerted airport employees just before 7 p.m. of a suspicious bag that arrived on a flight from chicago. authorities secured the area around the package as a safety precaution, she said. a substance inside the package was tested by members of the 71st civil support team, a unit of the iowa national guard, and determined to be non- hazardous. hinman said the baggage belt area was reopened around 4 a.m. wednesday.

the investigation, authorities said in cedar rapids, forrest saunders, kcrg-tv9 cedar rapids police and community leaders introduced a new community action team program this morning. its part of a new city council task force to focus on law enforcement's response to violence. but they also want to get at the root causes of poverty as a way to decrease violence. this new group consolidates the efforts that sprung up following a shooting that killed a cedar rapids teenage. last september, 14-year-old robert humbles shot 15-year-old aaron richardson near redmond park. this is video from the scene. richardson ran to a house in the 300 block of 16th street se for help. he later died in the hospital.

voluntary manslaughter last year. he's now in a juvenile detention center, where he'll stay until he turns 18. then, a judge will decide whether he'll be released or go to adult prison. cedar rapids mayor ron corbett says the city wants to avoid repeating efforts and focus on the role poverty plays in violence. that's why they formed the task force. it will consist of about 20 members representing numerous groups. they will study how to make the city more fair and equitable for all. violence singularly, but we think we can be more effective if we take a broader approach, a deeper look if you will a systemic look at some of the problems we face " "as a community, we need to address job creation and employment and housing. we need to address just a whole system of poverty" those on the council say they'll probably spend several months studying the problem and current resources. the city
